The Refugee Assistance Extension Act of 1986 was enacted on November 6, 1986, to extend for two years the authorization of appropriations for refugee assistance. The Act also made several amendments to the Immigration and Nationality Act, including changes to policies for placing refugees, receipt and placement grants, and cash and medical assistance. Additionally, it prohibited the use of block or consolidated grants and authorized the Attorney General to pay compensation to states and counties for incarcerating certain Cuban nationals.
