The Social Security Act was amended to restore minimum benefits under the Omnibus Reconciliation Act of 1981. Section 201 of the Social Security Act was added to allow borrowing between trust funds and reporting interest payments. Additionally, amendments were made to sections 215 and 2201 of the Social Security Act to extend coverage for certain beneficiaries and report interest payments. The bill also extended coverage to first six months of sick pay under section 209(b) of the Social Security Act and amended sections 3121 and 3231 of the Internal Revenue Code. Furthermore, it made penalties more severe for misuse of social security numbers and mandated a report on actions taken to prevent payments from being made to deceased individuals within ninety days after enactment.
