The Gasoline Regulations were made under the Canadian Environmental Protection Act, 1999, and came into effect on April 26, 1990. The regulations aimed to reduce air pollution by setting maximum concentrations of lead and phosphorus in gasoline. The maximum concentration of lead was set at 5 mg/L, while the maximum concentration of phosphorus was set at 1.3 mg/L.


The regulations also provided for the analysis of lead and phosphorus in gasoline, using specific methods as outlined in the National Standard of Canada and the ASTM International standards. Additionally, manufacturers and importers of gasoline were required to maintain records of lead content in their products.


These Regulations did not apply to aircraft or competition vehicles, except for certain requirements related to the recording of leaded gasoline used in competition vehicles. The regulations also specified that records of leaded gasoline must be submitted annually to the Minister on or before March 31 of the year following each year during which leaded gasoline was produced, sold or imported.


Overall, these Regulations aimed to reduce air pollution by limiting the amount of harmful substances in gasoline, while also providing for transparency and record-keeping requirements.
