The Public Service Labour Relations Act Separate Agency Designation Order was created by Her Excellency the Governor General in Council on March 22, 2005, under the recommendation of the Minister of Canadian Heritage. The order designates separate agencies listed in the schedule for purposes of paragraph 209(1)(d) of the Federal Public Sector Labour Relations Act. These designated agencies include Canada Revenue Agency and Canadian Food Inspection Agency.
The order comes into force on April 1, 2005, as stated in section 2 of the document. The designation is made pursuant to subsection 209(3) of the Public Service Labour Relations Act, as enacted by section 2 of the Public Service Modernization Act.
The purpose of this designation is to regulate the collective bargaining rights and procedures for the designated agencies. The order provides clarity on the scope of labour relations in these separate agencies and ensures that they are subject to the same labour laws as other federal institutions.
