Brief
The Job Training Partnership Act (JTPA) is a federal law that aims to establish programs for youth and unskilled adults to prepare them for entry into the labor force. The Act requires states to establish service delivery areas, which shall be comprised of the state or one or more units of general local government. A job training plan must contain identification of the entity that will administer the program, description of services to be provided, and procedures for identifying and selecting participants. Performance standards shall include provisions governing the base period prior to program participation, a representative period after termination from the program, and cost-effective methods for obtaining data. The Act also requires states to establish fiscal control and fund accounting procedures, conduct independent financial and compliance audits of funds received under the Act, and repay amounts found not to have been expended in accordance with the Act.
