The Federal Energy Management Improvement Act of 1988 aims to promote energy conservation and efficient use by the Federal Government. The Act requires each agency to apply energy conservation measures to its buildings, reducing energy consumption per gross square foot by at least 10% from fiscal year 1985 levels. Agencies must also establish incentives for conserving energy, report on their progress, and identify cost-effective energy efficiency improvements. Additionally, the Secretary of Energy is authorized to conduct an energy survey to determine potential savings in Federal buildings and make recommendations for improvements.
