Brief
The Fair Labor Standards Amendments of 1989 Act was enacted on November 17, 1989, to increase the minimum wage and make other amendments to the Fair Labor Standards Act of 1938. The Act increases the minimum wage to $3.35 an hour during a certain period, with subsequent increases to $4.25 an hour after March 31, 1991. It also changes the enterprise test for determining coverage under the Act and makes provisions for Puerto Rico, the Virgin Islands, and American Samoa. Additionally, the Act allows employers to pay a training wage of not less than $3.35 an hour during the year beginning April 1, 1990, and establishes requirements for on-the-job training programs. The Act also applies the rights and protections under the Fair Labor Standards Act of 1938 to congressional and Architect of the Capitol employees.
