The Fair Labor Standards Amendments of 1985 was enacted on November 13, 1985, to authorize compensatory time for employees in lieu of overtime compensation. The Act allows public agencies to provide compensatory time at a rate not less than one and one-half hours for each hour of employment. It also clarifies the application of the Fair Labor Standards Act to volunteers, defines "employee" to exclude individuals who volunteer their services without receiving compensation, and provides regulations regarding the treatment of certain employees and volunteers. The amendments took effect on April 15, 1986.
