Public Law 98-619 was enacted on November 8, 1984, making appropriations for Departments of Labor, Health and Human Services, and Education. The Act provides funding for various programs, including employment services, health resources, education for the handicapped, vocational and adult education, and student financial assistance. A total of $10.9 billion was appropriated for the fiscal year ending September 30, 1985. Funding was also provided for research initiatives and administrative programs, including the Office of the Inspector General and the Office for Civil Rights.
