The Department of Natural Resources Act establishes the Department of Natural Resources as a department of the Government of Canada. The Minister of Natural Resources, appointed by commission under the Great Seal, presides over the department and has management and direction of it. The Minister's powers, duties, and functions extend to all matters over which Parliament has jurisdiction, relating to natural resources, explosives, and technical surveys. The Minister is required to have regard to sustainable development of Canada's natural resources and integrated management thereof, and shall prepare reports respecting any matter related to their powers, duties, and functions. The Act also provides for the transfer of appropriations, powers, duties, and functions from the Department of Energy, Mines and Resources and the Department of Forestry to the Department of Natural Resources.
