The Employment Opportunities for Disabled Americans Act was enacted on November 10, 1986, to make permanent and improve provisions of section 1619 of the Social Security Act. The Act allows certain disabled or blind individuals to retain benefits while in institutions and improves the Section 1619 program by providing cash benefits. It also includes provisions for Medicaid eligibility and payment of benefits due deceased recipients.
