The Federal Employees Health Benefits Amendments Act of 1988 amends title 5, United States Code, relating to health benefits for federal employees and certain other individuals. The Act creates a new section, 8902a, which authorizes the Office of Personnel Management (OPM) to bar providers of health care services or supplies from participating in the program under this chapter if they have been convicted of various criminal offenses or have committed financial misconduct, neglect, or abuse of patients. The Act also provides for civil monetary penalties and assessments against providers who have made false statements or misrepresented facts in claims presented under this chapter. Additionally, the Act allows certain individuals to continue coverage under this chapter after separation from service or a change in family status.
