8月15日，第二个全国生态日活动在福建省三明市举行。在全国生态日活动现场，生态环境部发布了生态环境分区管控制度改革创新成果。 成果显示，截至目前生态环境部已推动建立了以“二三一”为标志的生态环境分区管控体系。“二”是“两级方案”，指的是分省、市两级制定生态环境分区管控方案。截至2021年底，全国31个省级和新疆生产建设兵团，以及333个地级行政区全部发布了生态环境分区管控方案。“三”是“三类单元”，包括优先保护、重点管控和一般管控三类单元；全国已经划定44604个生态环境管控单元，基本实现了全域覆盖。其中，优先保护单元占国土面积的54.4%，重点管控单元占国土面积的14.1%，一般管控单元占国土面积的31.5%。“一”是“一张清单”，针对每个生态环境管控单元，编制“一单元一策略”的差别化准入清单。 成果表明，省、市两级生态环境分区管控方案发布实施以来，各地积极行动，推动相关成果在政策制定、环境准入、园区管理、执法监管等领域落地应用，服务国家重大战略、支撑综合决策，加快推动经济社会发展全面绿色转型，彰显了生态环境分区管控制度的强大生命力。 生态环境部党组成员、副部长郭芳出席全国生态日活动并对生态环境分区管控制度改革创新成果作发布讲话。
