The National Institutes of Pharmaceutical Education and Research Act, 1998

The National Institutes of Pharmaceutical Education and Research Act, 1998, is an Act of the Parliament of India that declares certain institutions of pharmaceutical education and research to be institutions of national importance. The Act aims to nurture and promote quality and excellence in pharmaceutical education and research.

• The Act establishes the National Institute of Pharmaceutical Education and Research (NIPER) as a body corporate with perpetual succession.


• It defines various terms, including "Board", "Chairperson", "Council", "Director", "Dean", "Registrar", and others.


• The Act provides for the establishment and incorporation of institutes, their powers, functions, and authorities.


• It deals with the appointment of staff, teaching at institutes, visitor\'s role, pension and provident fund, and other miscellaneous provisions.

Objectives:

• To promote quality and excellence in pharmaceutical education and research.


• To develop courses leading to graduate and postgraduate degrees, doctoral and postdoctoral distinctions, and research in pharmaceutical education or integrated courses relating thereto.


• To conduct executive education courses, short-term certificate courses, training programs, online or distant education, diploma courses, and other short-term executive courses.

Implementation:

• The Act shall come into force on such date as the Central Government may appoint by notification in the Official Gazette.


• The provisions of this Act shall be made applicable to institutes established under sub-section (2A) of section 4, on and after the commencement of the National Institute of Pharmaceutical Education and Research (Amendment) Act, 2021.

Repeal and Saving:

• The Act repeals certain Ordinances made by previous governments.


• It saves certain provisions from being invalidated by vacancies or other issues.
