'The Small Business Innovation Development Act of 1982 was enacted on July 22, 1982, to strengthen the role of small business in federally funded research and development. The Act aims to stimulate technological innovation, use small business to meet Federal research needs, foster minority participation, and increase commercialization innovations derived from Federal research. It requires each Federal agency with a research budget over $100 million to spend at least 0.2% on small businesses for SBIR programs. The Act also establishes goals and reporting requirements for agencies.'
