The Small Business Computer Security and Education Act of 1984 was enacted to improve computer security management by small businesses. The law established an advisory council to provide guidance on computer security, education, and training programs for small business concerns. It also authorized cooperation with profit-making organizations to provide management assistance to small businesses. The act defined "computer crime" as any crime committed against a small business concern using a computer or involving the illegal use of a computer owned or utilized by a small business concern. The law took effect on October 1, 1984.
