The Security Certificate Transfer Fee (Banks, Bank Holding Companies, Insurance Companies and Insurance Holding Companies) Regulations came into effect on October 4, 2001. The regulations were made under sections 978 and 1021 of the Bank Act and the Insurance Companies Act, respectively.


The maximum fee for a security certificate issued in respect of a transfer is $5, as per subsections 85(2) of the Bank Act and 89(2) of the Insurance Companies Act. The regulations repeal certain provisions of the previous legislation.


These Regulations were enacted by section 183 of the Financial Consumer Agency of Canada Act, chapter 9 of the Statutes of Canada, 2001, and came into force on October 4, 2001.
