The Record Carrier Competition Act of 1981 was enacted on December 29, 1981, to promote a fully competitive marketplace in record carriage. The Act eliminates provisions relating to consolidations or mergers of telegraph and record carriers and requires the Federal Communications Commission (FCC) to promote competition among record carriers. It also establishes rules for interconnection between record carriers, including the allocation of revenues and the provision of services. The Act further requires the FCC to oversee the establishment of just and reasonable distribution formulas for unrouted outbound telegraph traffic.
