Brief
The Public Health Service Amendments of 1987 was signed into law on December 1, 1987. The Act aimed to ensure an adequate supply of trained physicians and other health professionals for the National Health Service Corps (NHSC) by establishing a loan repayment program. To be eligible, individuals had to enroll in a healthcare training program or have completed such a program and hold a license to practice their profession. They also had to sign a contract agreeing to serve in a health manpower shortage area for two years or longer after completing their education. The Secretary of Health and Human Services was authorized to make loan payments on behalf of participants, up to $20,000 per year for regular service or $25,000 per year for Indian Service. The Act also made provisions for special repayment terms and regulations to be issued by the Secretary not later than 180 days after its enactment.
