'The Prohibition of International Air Services Act is a Canadian law that prohibits certain international air services in cases where a country fails to extradite or prosecute individuals responsible for an unlawful act on board an aircraft. The Act defines an "unlawful act" as any act by which a person, while on board an aircraft in flight, seizes or exercises control over the aircraft or attempts to do so. If a state is deemed to be in default due to such an incident, the Governor in Council may issue an order prohibiting air carriers from carrying out specific activities, including operating commercial air services between Canada and the defaulting state or flying across Canadian territory if the flight is coming from or going to the defaulting state. The Act also makes it an offence for air carriers to fail to comply with such an order, punishable by a fine of up to $25,000.'
