The Commission is authorized to make arrangements with entities and transmit postal articles without prepayment of postage. Additionally, the Act redefines the Commission's powers and functions, introducing new sections and amending existing ones to reflect the amendments. The section 115 of the Principal Act is also amended to specifically relate to the establishment, management, and operation of courier and electronic mail services.
