The Insider Trading and Securities Fraud Enforcement Act of 1988 was enacted on November 19, 1988, to improve procedures and remedies for preventing insider trading. The law allowed the Securities and Exchange Commission to impose civil penalties on persons who controlled others who engaged in insider trading. It also increased criminal penalties for securities fraud and authorized the SEC to provide assistance to foreign securities authorities in enforcing securities laws.
