Improper Payments Elimination and Recovery Improvement Act of 2012

The Improper Payments Elimination and Recovery Improvement Act of 2012 aims to intensify efforts to identify, prevent, and recover payment error, waste, fraud, and abuse within Federal spending. The Act amends certain sections of the Improper Payments Information Act of 2002 and implements several measures to improve the determination of improper payments by Federal agencies. These measures include setting standards for estimating improper payments, improving data sharing between agencies, and establishing a "Do Not Pay" Initiative to verify payment or award eligibility before releasing funds. The Act also includes provisions to curb Federal improper payments to deceased individuals by improving the quality and use of the Social Security Administration's Death Master File.
