The Government Services Resumption Act is a Canadian law enacted in 1989. It provides for the resumption of certain government services and establishes procedures for collective bargaining agreements between the employer (Her Majesty in right of Canada) and the Public Service Alliance of Canada, the bargaining agent. The Act requires employees to resume their duties upon request and prohibits strikes by employees bound by a group specific agreement. Two conciliation boards are established to mediate disputes and set dates for the expiry of collective agreements. The Act also sets out penalties for individuals who contravene its provisions and provides that the bargaining agent is deemed to be a person for enforcement purposes. The Act comes into force on the day immediately after it is assented to, but not before the twelfth hour after the time of assent.
