The Further Continuing Appropriations Act, 2020, and Further Health Extenders Act of 2019 was signed into law by the President on November 21, 2019. The Act provides continuing appropriations for several government agencies and programs through December 20, 2019. It includes provisions to extend certain health care funding programs, including those related to community health centers, teaching health centers, diabetes programs, and Medicaid. It also includes provisions to improve the Medicare program, such as extending funding for quality measure endorsement, input, and selection. The Act also addresses terrorism-related funding, including a clarification of the Justice for United States Victims of State-Sponsored Terrorism Fund. Additionally, it repeals section 1438 of the FAST Act and sunsets certain sections of the USA PATRIOT Improvement and Reauthorization Act of 2005. The budgetary effects of this division were not included in either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010 or section 4106 of H. Con. Res. 71 (115th Congress).
