The Electric Consumers Protection Act of 1986 was enacted on October 16, 1986, to provide more protection to electric consumers by amending the Federal Power Act. The Act requires the Federal Energy Regulatory Commission to consider environmental factors and fish and wildlife protection in licensing projects, and provides for relicensing procedures to ensure fair competition. It also establishes fees for studies related to licenses or exemptions issued under Section 30 of the Federal Power Act. Additionally, the Act imposes a moratorium on the application of Public Utility Regulatory Policies Act benefits to new dams and diversions until a study is completed and a report is submitted to Congress.
