'The Department of the Environment Act establishes a department within the Canadian government responsible for preserving and enhancing the quality of the natural environment. The Minister of the Environment, appointed by commission under the Great Seal, holds office during pleasure and has management and direction of the department. The powers, duties, and functions of the Minister extend to matters such as water, air, and soil quality, renewable resources, and meteorology. The Minister must initiate programs to promote environmental objectives or standards, assess potential adverse effects on the environment, and provide environmental information to Canadians. The Minister may establish guidelines for use by government departments and agencies in carrying out their duties related to environmental quality.'
