It prohibits deceptive subject headings, requires senders to provide a return address or other mechanism for recipients to opt-out of future messages, and permits the Federal Trade Commission (FTC) to issue regulations implementing the Act. The law also establishes civil liability for certain commercial electronic mail practices, including falsifying header information, using automated means to harvest email addresses, and engaging in relay or retransmission through unauthorized access.
