The Director of the Canadian Security Intelligence Service (CSIS) has the control and management of the Service under the direction of the Minister. The Minister may issue written directions to the Director, which must be given to the Review Agency after issuance.
The Director is required to consult with the Deputy Minister on various matters, including general operational policies and warrant applications. The Deputy Minister must advise the Minister on directions issued under subsection 6(2) or that should be issued.
The Director has exclusive authority to appoint employees and manage their human resources, including exercising powers and functions related to employment terms and conditions. The Director may also establish procedures for employee discipline and grievance adjudication.
Notwithstanding the Federal Public Sector Labour Relations Act, disputes involving support staff in a bargaining unit determined under that Act are resolved through arbitration, and the process cannot be altered pursuant to that Act.
Employees of CSIS are deemed to be employed in the public service for the purposes of the Public Service Superannuation Act.
