The Act applies to the building industry, specifically to organizations registered under the Conciliation and Arbitration Act. It aims to prevent industrial disputes through conciliation and arbitration.

If the Commission makes a declaration under section 4 or subsection 5(9), the Minister may make an order in writing declaring that certain rules of the Federation cease to have effect in relation to work in specific parts of Australia.

The Minister may also allocate coverage of Federation work to other organizations.

Penalties for non-compliance with orders made by the Minister under this Act include a fine of 100 penalty units.
