Anti-Drug Abuse Act of 1988

The Anti-Drug Abuse Act of 1988 established the Office of National Drug Control Policy, responsible for coordinating national drug policy and making recommendations regarding changes in Federal departments and agencies engaged in drug enforcement. The Director of National Drug Control Policy was appointed to head the Office, overseeing the implementation of the National Drug Control Program. The Act also established a formula for allotments to States under the Alcohol and Drug Abuse and Mental Health Services Block Grant, prioritizing funding based on factors such as population, substance abuse rates, and available resources. Furthermore, the Act required States to maintain State expenditures for services provided pursuant to this subpart at a level equal to not less than the average level of such expenditures maintained by the State for the 2-year period preceding the fiscal year for which the State is applying to receive payments under section 1914. Additionally, the Act established a revolving fund to provide loans for programs that provide housing in which individuals recovering from alcohol or drug abuse may reside in groups of not less than 4 individuals.
