Brief
THE NATIONAL INSTITUTE OF DESIGN BILL, 2013
This Act aims to declare the National Institute of Design, Ahmedabad as an institution of national importance for promoting quality and excellence in education, research, and training in design-related disciplines. The Institute shall be a body corporate with perpetual succession and common seal, having power to acquire, hold, and dispose of property.
The Institute's objectives include providing instructions, research, and training in design-related areas, developing courses leading to graduate and post-graduate degrees, holding examinations, and granting degrees and diplomas. It shall also confer honorary degrees, awards, or other distinctions in design-related areas.
The Governing Council, consisting of the Chairperson, Director, and other members, shall be responsible for the general superintendence, direction, and control of the Institute's affairs. The Chairperson shall preside at meetings of the Governing Council and convocations of the Institute.
The Director shall be appointed by the Central Government for a tenure of five years and shall be responsible for the proper administration of the Institute and imparting instructions. The Dean of each Institute campus shall be appointed on terms and conditions as may be laid down by the Statutes and shall exercise powers and perform duties assigned to him by this Act or the Statutes.
The Institute shall maintain a Fund, which shall be applied towards meeting expenses incurred in exercising its powers and discharging its duties under this Act. The Central Government may direct the Institute to set up an Endowment Fund and transfer money from its Fund to the Endowment Fund.
The Institute shall maintain proper accounts and other relevant records and prepare an annual statement of accounts, including a balance sheet, in such form as may be prescribed by the Central Government. The accounts of the Institute shall be audited by the Comptroller and Auditor-General of India.
The Institute shall constitute pension, insurance, and provident funds for its employees, including the Director. All appointments of staff, except that of the Director, shall be made in accordance with the procedure laid down in the Statutes.
This Act may be called the National Institute of Design Act, 2013, and shall come into force on such date as the Central Government may appoint by notification in the Official Gazette.
