The “Productive Health” Promotion Meeting and the “Productive Health from Idea to Product” Collaboration Protocol Ceremony organized by the Ministry of Health of the Republic of Türkiye and TUSEB (Health Institutes of Türkiye) was held on Thursday, January 9, 2025 at the Bilkent Campus of the Ministry of Health.
Minister of Health Prof. Dr. Kemal Memişoğlu gave the opening speech at the organization held to encourage innovative approaches and productivity in health.
Prof. Memişoğlu included the following in his speech:One of the Fundamental Headlines of the New Period: The Productive Health Model
“Under the leadership of our President Recep Tayyip Erdoğan, we are implementing the “Century of Healthy Türkiye” Program in the upcoming period with the Health Model that Protects, Develops and Produces. Today, we have come together to launch the Productive Health Model, one of the fundamental headings of this new period that we have initiated. We are realizing our new vision through Health Institutes of Türkiye (TUSEB), and building an ecosystem that goes from “idea to product”. We aim for this ecosystem to be the carrier of our national health technology initiative. We see our Productive Health Model as an important step where we create a brand and added value in the field of health, contribute to the economic growth and development of our country, meet our own needs, and export technology and products to the world. While taking this step, we have complete confidence in the human power and experience that Türkiye has, the accumulation of our academicians, the production capacity and entrepreneurship of our industrialists, and the encouraging role of our State and Ministry.
“We are conducting another important study: We studied the products that our country still has to import, which we procured in the highest amount and at the highest prices. Our goal is to minimize our country’s external dependency in the field of health by making the right matches; by ensuring that TUSEB, university and industry meet as soon as possible. In this context, we support diagnostic products, medical devices, and vaccine and drug development projects. In this context, we are doubling the R&D support we provide in 2025.
We have more than tripled the number of samples in our genome center, which is of great importance in the diagnosis of rare diseases, in the last two months. Thus, we are becoming able to diagnose undiagnosed rare genetic diseases. Within the scope of the Turkish National Genome Project, we are developing a unifying system in our country regarding access to gene therapies, especially cancer and rare diseases, development of new treatment methods and qualified human resources. Again, we are sharing our large health data with our scientific world. Thus, we aim for this data to serve the development of health technologies and new products and for our local IT sector to become an effective force in international competition. Our Productive Health Model will hopefully be the locomotive of our National Health Technology Initiative. Our Productive Health Model will carry our country's adequacy and sustainability in the field of health to the highest level.

Purpose
The purpose of this document is to announce the “Productive Health” Promotion Meeting and the “Productive Health from Idea to Product” Collaboration Protocol Ceremony, organized by the Ministry of Health of the Republic of Türkiye and TUSEB (Health Institutes of Türkiye), held on January 9, 2025. The meeting aimed to encourage innovative approaches and productivity in health.

The main objective is to introduce the “Productive Health Model,” a fundamental aspect of the “Century of Healthy Türkiye” Program initiated by President Recep Tayyip Erdoğan. This model focuses on developing and producing a healthy Türkiye through a collaborative ecosystem between TUSEB, universities, and industries.

Effects on Industry
The implementation of the Productive Health Model is expected to have a significant impact on the healthcare industry in Türkiye. The model aims to minimize external dependency by promoting local production, research, and development (R&D) in the health sector. This will lead to increased economic growth and development, as well as improved access to essential medical products.

The model also targets specific areas such as diagnostic products, medical devices, vaccine, and drug development projects, which are crucial for reducing the country’s reliance on imported goods. By doubling R&D support and increasing the number of samples in genome centers, the Turkish National Genome Project will develop a unifying system for access to gene therapies, especially cancer and rare diseases.
