公平公正的市场环境是助力经济高质量发展的重要保障。近年来,市场监管部门不断提升监管效能,加大助企帮扶力度,为广大经营主体营造了良好发展环境。1月10日,在国新办举行的“中国经济高质量发展成效”系列新闻发布会上,市场监管总局相关负责人介绍了相关情况。加大助企纾困帮扶力度“市场监管部门推动注册资本认缴登记制改革,出台实施增量政策,创新开展质量融资增信,分型分类精准扶持个体工商户发展,加大涉企收费、知识产权、商业秘密等领域的监管执法力度,切实保障经营主体合法权益,让经营主体发展更安心。”会上,市场监管总局副局长束为在介绍促进经营主体健康发展情况时表示。几组数据,展现了过去一年我国经营主体发展的成效——截至去年11月底,我国实有登记注册经营主体数量1.89亿户,其中企业6086.7万户,分别同比增长3.1%和5.4%。2024年我国企业信用指数上升到160左右,处于较好区间,广大经营主体诚信守法的水平进一步提高。在“四新”经济领域,新设企业239.3万户,占新设企业总量的四成左右。“去年我国经营主体的发展难能可贵,当然,还有许多困难是经营主体依靠自身努力所不能解决的,为了解决这些困难,市场监管总局加大助企纾困、涉企帮扶力度。”市场监管总局规划和财务司负责人王国伟说。具体来看,一是以“高效办成一件事”改革为重点,推动市场准入,包括企业的迁入迁出提质增效,不耽误创业者进入市场。二是以涉企违规收费整治为重点,对侵害企业合法权益的行为坚决予以查处,去年共督促退还涉企违规收费7.2亿元。三是以流量和算法的治理为重点,推动平台经济健康发展。同时,以分型分类的办法为重点,精准扶持个体工商户发展,建成“全国个体工商户名录”,为各方面的政策支持和市场合作提供依据。维护公平竞争的市场秩序一年来,市场监管总局不断提高公平竞争政策实施效能,夯实公平竞争法治基础,部署开展地方保护、市场分割突出问题专项整治行动,开展了民生领域“反垄断执法专项”行动和“价监竞争守护”行动。“我们开展反垄断执法、破除市场垄断。”市场监管总局执法稽查局局长况旭说。紧盯人民群众急难愁盼,开展民生领域反垄断执法专项行动;完善数字经济反垄断常态化监管,聚焦平台经济重点领域;创新监管执法方式方法……一项项举措促进了市场竞争秩序持续向好。帮助企业提升信用水平,引导企业减少失信风险,也是市场监管总局支持企业健康发展的一项重要工作。2024年,共有926万户经营主体通过信用承诺取得了行政许可;帮助经营主体138万条行政处罚信息、686万条经营异常名录信息撤销了公示,重塑良好信誉。在平台经济常态化监管方面,束为指出,2024年,市场监管部门出台了《关于引导网络交易平台发挥流量积极作用扶持中小微经营主体发展的意见》,通过多元化举措提升流量扶持实体经济效果,帮助解决平台内商家面临的实际困难。同时,约谈主要电商平台,就平台利用“仅退款”规则挤压商家生存空间、助长低质低价竞争风气等问题,提出具体整改要求,落实平台企业主体责任。约谈以后,主要电商平台对“仅退款”规则进行了优化。加强质量基础设施建设“新质生产力的特点是创新,关键在质优,质量是发展新质生产力关键的基础支撑。”束为指出,2024年,市场监管部门加强质量基础设施要素资源的系统集成和融合应用,重点开展质量强企、强链、强县行动。通过质量基础设施“强筋健骨”,推动传统产业“脱胎换骨”,战略性新兴产业“拔节生长”,未来产业“破土而出”,全面助推新质生产力发展。束为表示,2024年,市场监管总局积极发挥质量认证作用,助力经济社会高质量发展。在强化产品质量安全保障方面,将电动自行车锂电池、充电器、商用燃气燃烧器具等12种安全风险较高的产品纳入了CCC认证管理,实施CCC认证产品联网核查2.4亿次,同比增长135%,拦截无证商品信息1315万次。在帮助经营主体降本增效方面,组织468家认证机构对5.4万余家小微企业实施精准帮扶,为小微企业提供“认证贷”等金融信贷支持608.5亿元,帮助小微企业年度营收平均提升9.7%,利润率平均提升8%,质量成本平均下降5.8%。在促进产业链供应链质量提升方面,建立实施农作物种子、机器人、汽车芯片、智能网联汽车等质量认证制度,不断拓展网络安全、北斗产品、绿色产品等认证实施范围。在助力地方打造优势产业方面,支持粤港澳三地开展“湾区认证”,首批实施75个项目,发放认证证书90余张;对海南自贸港开展出口产品认证业务的境外机构取消审批要求,指导浙江舟山开展绿色修船认证。在深化国际合作互认方面,联合九部门发布《加快推进认证认可高水平开放行动方案(2024—2030年)》,完善国际合作互认格局,为企业出海提供国际化认证服务。
