Purpose
The primary objective of this standard rules permit is to enable individuals or organizations to operate a mobile plant that produces soil, soil substitutes, and aggregate. This permit allows for the treatment of waste to produce these products, providing a regulatory framework for those involved in this activity.

Effects on Industry
The introduction of this standard rules permit will have significant effects on industries related to soil production, such as construction, landscaping, and waste management. Companies involved in these sectors will need to comply with the new regulations, which may require changes to their operations, equipment, or staff training. The permit also introduces charges for applying and deploying mobile plants, which may impact business costs and profitability.

Relevant Stakeholders
The stakeholders affected by this update are primarily businesses operating within the soil production industry, including construction companies, landscapers, waste management organizations, and manufacturers of aggregate materials. Additionally, government agencies responsible for environmental regulation and permitting will be impacted, as they will need to adapt their procedures to reflect the new standard rules permit.

Next Steps
To comply with the new standard rules permit, businesses must apply for a deployment each time they wish to operate a mobile plant. This involves submitting Form MPD1, Application for Deployment of Mobile Plant for SR2022 No 2, and paying the associated fees. Companies that cannot comply with the new regulations will need to apply to vary their permit into a bespoke permit within three months of the standard rules publication date (18 December 2024).

Any Other Relevant Information
The introduction of this standard rules permit replaces the previous SR2010 No 11, which allowed for the treatment of waste using mobile plants. This change reflects updates in environmental regulations and standards. Businesses must ensure they understand the new requirements and procedures to avoid any potential disruptions or penalties resulting from non-compliance with the revised regulations.
