O texto entrará em vigor em 28 de abril, se aplicando exclusivamente a cargas operadas em recintos logísticos de aeroportos, sendo que os aeroportos contemplados na norma são aqueles concedidos pelo Governo Federal e aqueles cuja exploração foi atribuída à Empresa Brasileira de Infraestrutura Aeroportuária (Infraero).

Entre algumas das alterações, foram retiradas as disposições que estabeleciam a centralização da atividade de processamento das cargas pela administração aeroportuária, buscando refletir a abordagem regulatória dos contratos de concessão mais recentes, que permitem que essas atividades sejam realizadas por terceiros em áreas arrendadas no sítio aeroportuário.
