Summary:
The Italian government has published Law No. 56 of April 29, 2024, converting Decree Law No. 19 of March 2, 2024, into law. The law introduces several changes to the decree, including:
1. Treatment of employees in public works and subcontracts: Employers must provide a total remuneration and benefits package not lower than that provided by the national or territorial collective labor agreement applicable to the sector and area where the work is taking place.
2. Patent for entrepreneurs and freelancers: The patent can be extended to other sectors of activity determined by a decree of the Ministry, upon consultation with the most representative trade unions. Excluded from the obligation to hold a patent are those who only provide supplies or intellectual services, as well as those with an equivalent document from another country.
3. Credit system for patent holders: A decree will determine the presentation procedure, information contents of the patent, and procedures for suspending the patent.
4. Increased penalties for employers and safety measures: A 20% increase in the annual gross salary share of the income from penalties imposed by the supervisory authorities, and new safety measures for reconstruction projects in central Italy following the 2016 earthquakes.
