보도시점2025. 1. 16.(목) 16:00배포2025. 1. 16.(목) 08:30지식재산으로 재도약을 꿈꾸다!담보 IP ‘매각 후 실시(SLB)’ 지원 기업 현장 목소리 청취-담보 IP의 처분에 관한 현장의견 수렴 및 개선사항 논의(1.16.)- 특허청(청장 김완기)은 1. 16.(목) 16시, 기업 현장소통을 통한 적극행정의 일환으로 인공지능 음성인식·화자인증 소프트웨어 개발 기업인 ㈜파워보이스(서울 금천구)를 방문해 간담회를 개최한다고 밝혔다. 이번 간담회는 지식재산(IP) 담보대출을 받은 기업이 회생하는 과정에서 특허청의 ‘매 각 후 실 시(Sale & License Back) 프 로 그 램’(이 하 ‘SLB 프 로 그 램’)을 통해 담보 특허를 처분 및 재매입한 사례를 확인하고, 기업의 애로사항을 청취하여 IP 담보대출을 활성화하는데 필요한 정책적 지원 사항을 파악하기 위해 마련됐다. * SLB 프로그램 : 특허청이 기업으로부터 담보IP를 매입하여 기업의 채무변제를 지원함과 동시에, 담보IP에 대한 실시권을 부여하여 담보IP를 계속 사용할 수 있도록 지원 ㈜파워보이스는 인공지능 음성인식·화자인증 관련 소프트웨어를 개발하는 기업으로, 코로나19로 인한 경기침체 여파로 ’22년 3월 회생절차에 돌입한 바 있다. 이에 ㈜파워보이스는 채무변제를 위해 담보 특허 5건을 매각하는 한편, SLB 프로그램을 통해 실시권을 확보하여 사업을 지속적으로 영위할 수 있었고, 결국 같은 해 11월 회생절차를 조기에 종결하였다. ’23년에는 사업 정상화를 위해 일부 담보 특허를 재매입하였고, 또한 이러한 과정에서 발굴된 자사 특허가 수십만 달러에 매각되어 미(美) 특허소송에 활용되는 등 기술력을 기반으로 재도약 중인 기업이다. 김완기 특허청장은 “회생기업이 다시 일어서기 위해서는 담보 IP의 매각을 통한 채무변제와 동시에 사업을 지속하기 위한 실시권 확보가 필수적”이라면서 “앞으로도 특허청은 일시적 경영난을 겪는 기업들이 담보 IP를 처분하여 재도약할 수 있도록 지원을 강화해나갈 것”이라고 밝혔다.※ 붙임 : 매각 후 실시(SLB) 지원제도 개요※ 사진은 행사 후 배포담당 부서산업재산정책국책임자과 장 조광현(042-481-5258)산업재산활용과담당자사무관이민우(042-481-5064)
