Carbon at borders, Italy with deputy minister Gava presents proposal in the EU for free ETS shares

On 27/03/2023, the Italian government, represented by Deputy Minister Vannia Gava, presented a non-paper on Carbon Border Adjustment Mechanism (CBAM) in the EU Environment Council. The proposal, supported by several countries, seeks to maintain the option of protecting vulnerable industries from significant penalties and identifies strategic sectors for support with free ETS shares, considering the global geopolitical context. Italy's proposal aims to correct the "Green Deal" package by incorporating a competitiveness check, along with other initiatives such as ETS quota stabilization, automotive sector support, and energy cost reduction.
