2024年中非互联网发展与合作论坛于2024年4月2日至3日在中国厦门举行，就中非人工智能合作开展了深入交流。 人工智能是人类发展新领域。当前，全球人工智能技术快速发展，对经济社会发展和人类文明进步产生深远影响，给世界带来巨大机遇。2023年，中国国家主席习近平宣布中方提出《全球人工智能治理倡议》，这是中方积极践行人类命运共同体理念，落实全球发展倡议、全球安全倡议、全球文明倡议的具体行动。非洲是科技进步的重要参与者，人工智能的发展和应用，对包括中国和非洲国家在内的广大发展中国家具有重要意义。我们充分认识到加强中非人工智能合作的必要性，愿秉持平等相待、真诚友好、合作共赢、共同发展的初心，坚持以人为本、智能向善、公平开放，深化中非人工智能领域友好合作，进一步推动中非全面战略合作伙伴关系高水平发展。 为此，我们呼吁： ——加强政策对话与沟通。推动建立中非人工智能政策对话与合作机制，充分利用中非互联网发展与合作论坛等国际合作平台，就人工智能政策、技术、产业、应用、治理等进行交流与对话，分享最佳实践。中非应加强在联合国等多边框架下的协调与合作，增强发展中国家在人工智能全球发展与治理中的代表性和发言权，支持联合国发挥主渠道作用，成立人工智能国际治理机构。 ——推动技术研发与应用。鼓励中非双方企业、高校和科研机构开展人工智能技术研发合作，特别是在大数据分析、机器学习、自然语言处理、计算机视觉等领域。加强人工智能技术转移合作，鼓励共同制定行业标准和规范，促进技术的合法合规转移和使用。 ——促进产业合作与发展。促进人工智能技术在非洲农业、医疗、教育、城市管理等领域广泛应用。支持加强算力、网络等人工智能发展所需的数字基础设施建设，促进非洲人工智能产业发展，逐步构建人工智能产业链。 ——开展人才交流与能力建设。倡导通过联合研究、访问学者等方式，加强人工智能人才交流合作。鼓励中非合作加强人工智能能力建设，开展在线课程和专业培训，助力各国提升人工智能技术和治理能力。 ——筑牢网络和数据安全屏障。支持《全球数据安全倡议》，深化中非在网络和数据安全领域的合作，共同推动网络安全技术和产品的研发与应用，打造可审核、可监督、可追溯、可信赖的人工智能技术。共同防范人工智能技术滥用和网络攻击，保障人工智能研发和应用中的个人隐私与数据安全。 中方愿同非洲各国各方一道，把握机遇，迎接挑战，共同加强人工智能领域合作，携手构建更加紧密的中非网络空间命运共同体，促进中非共同发展、共同繁荣。 2024 China-Africa Internet Development and Cooperation Forum Chair’s Statement on China-Africa Cooperation on AI
