Digital: new measures for connected and sustainable territories

Summary

Valu00e9rie Nouvel, vice-pru00e9sidente Transition et Adaptation au changement climatique du du00e9partement de la Manche, presented her report on the development of digital uses to the University of High-Speed Internet in Bourges on October 12-13, 2023. The report proposes four strategic axes to mobilize economic actors around numerical data to optimize public services for users provided by local authorities.

The four priorities are:

1. Strategic planning for the deployment of digital uses as part of the territory's development policy for the success of the ecological transition.
2. Establishing a common dialogue between local authorities and industries to align investment decisions, increase volumes, and unify the needs of both parties.
3. Creating digital territorial twins, co-constructed by the State and local authorities, to ensure data production, protection, and interoperability for the deployment of a digital uses strategy.
4. Developing support solutions around project engineering and permanent organization of funding to act through public procurement and technical and economic follow-up of the deployment of digital uses.

The report includes nine recommendations and several concrete measures to ensure the deployment of digital uses that would benefit all communities and enterprises.
