On August 19, 2025, the Controladoria-Geral da União (CGU) participated in a joint investigation with the Polícia Federal that launched Operation Lei do Retorno to dismantle an organized crime group suspected of embezzling over R$50 million from the Fundo de Manutenção e Desenvolvimento da Educação Básica (FUNDEB). The investigation focuses on fraudulent municipal auctions between 2021 and 2025, with part of the funds being diverted back to public officials involved in the scheme.
