The Public Law 97-119 is an act that amends the Internal Revenue Code of 1954 to provide a temporary increase in the tax imposed on producers of coal and for other purposes. The law establishes the Black Lung Disability Trust Fund, consisting of such amounts as may be appropriated or credited to it, with trustees being the Secretary of the Treasury, the Secretary of Labor, and the Secretary of Health and Human Services. The fund is authorized to receive repayable advances to make expenditures described in a specified section. The law also makes conforming amendments to other sections of the Internal Revenue Code and provides for the management of trust funds established under subchapter A.
