The State Administration for Market Regulation issued two “lists” to optimize the consumption environment

On February 7, the State Administration for Market Regulation (SAMR) issued two "lists" to optimize the consumption environment. The lists include a "First-time Violation Not Fined List" and a "Light-Gravity Administrative Violation Exemption from Penalty List", outlining 12 types of first-time and light-gravity administrative violations that will not be punished. These lists were developed based on a thorough consideration of the consequences of the violations, the subjective intent of the violators, and any gains made. The SAMR emphasized the importance of prioritizing the protection of consumers' rights and interests, while also promoting a culture of prevention and education in administrative law enforcement.
