A Controladoria-Geral da União, por meio da Secretaria Federal de Controle Interno (SFC) e a Procuradoria-Geral Federal, da Advocacia-Geral da União, assinaram o Acordo de Cooperação Técnica nesta terça-feira. A iniciativa tem como objetivo principal a implementação de forma efetiva das inovações e melhorias trazidas pelo Marco Legal de Ciência, Tecnologia e Inovação (MLCTI). A preocupação para que as medidas do Marco Legal sejam implementadas e sentidas dentro da sociedade foi uma das grandes motivações para que o Acordo de Cooperação fosse assinado. Desde a criação, as mudanças introduzidas no Marco Legal de Ciência, Tecnologia e Inovação (MLCTI), que visam promover mais inovação no ambiente produtivo, ainda não foram amplamente adotadas pelos órgãos federais. Para alcançar os objetivos do Acordo assinado, CGU e PGF vão promover o compartilhamento de informações técnicas, entendimentos, experiências, metodologias e tecnologias relacionadas à aplicação do Marco Legal de Ciência, Tecnologia e Inovação (MLCTI) nos respectivos campos de competência institucional de cada um dos órgãos. Com essa meta no horizonte a expectativa é que haja um melhor desempenho das Instituições de Ciência e Tecnologia, ampliando a eficiência, a conformidade e a integridade das atividades de pesquisa e desenvolvimento tecnológico. Para o Secretário Federal de Controle Interno, Ronald Balbe, o Acordo de Cooperação vai ser um importante mecanismo para ajudar na implementação das inovações do Marco Legal de Ciência, Tecnologia e Inovação. "Não se faz Ciência, Tecnologia e Inovação para virar papel. Pesquisadores querem que seus estudos e seus projetos mudem a vida das pessoas, que impactem o país positivamente, transformem a indústria, o mercado de trabalho… O que se espera é um impacto positivo sobre a sociedade, sobre o desenvolvimento econômico, sobretudo, o desenvolvimento social, já que essa é uma pedra fundamental do governo do Presidente Lula. Esperamos que esse acordo de cooperação possa dar frutos muito positivos para esse importante campo no nosso país". O Acordo De Cooperação Técnica vai trazer maior segurança jurídica para pesquisadores, instituições e seus parceiros. Proporcionando a ampliação do conhecimento sobre riscos no âmbito do Sistema Nacional de CTI em suas diversas dimensões e promovendo a transparência nas relações entre os diversos envolvidos no setor de inovação. *Marco Legal de Ciência, Tecnologia e Inovação* O Marco Legal de Ciência, Tecnologia e Inovação engloba um conjunto de reformas legais, que estabelece várias medidas para facilitar a atividade de pesquisa e incentivar a cooperação entre Instituições Científicas, Tecnológicas e de Inovação (ICTs) e empresas, além de facilitar a transferência de tecnologia e o licenciamento de criações protegidas. Também prevê a criação de mecanismos de fomento para ciência, tecnologia e inovação, que podem ser utilizados no financiamento de projetos, programas e políticas de pesquisa.
