The Judiciary Office Building Development Act (Public Law 100-480) was signed into law on October 7, 1988. This act authorized the Architect of the Capitol to contract for the design and construction of a building adjacent to Union Station in Washington D.C. to house agencies offices in the judicial branch of the United States. The building would provide office space for the Administrative Office of the United States Courts and related judicial branch offices, with a total size not exceeding 520,000 gross square feet. The act established a Commission for the Judiciary Office Building to oversee the design, construction, operation, maintenance, and security of the building.
