The Commercial Space Launch Act Amendments of 1988 was enacted on November 15, 1988, to facilitate commercial access to space and promote the United States' aerospace preeminence. The law encouraged private acquisition of government property and services, established insurance requirements for licensees, and ensured that launch services are provided on a commercially reasonable basis. It also exempted certain satellites from liability insurance requirements and allowed the Secretary of Transportation to study scheduling launches at government sites.
