To enhance transparency and competitiveness, SAMR published the Guideline on Horizontal Concentration Review, which provides a scientific, reasonable, and comprehensive framework for reviewing horizontal concentration, analyzing competition, and evaluating competitive impact. This guideline was formulated based on Chinese laws and international standards, incorporating 12 chapters, 87 articles, and 29 cases.
