The High-Performance Computing Act of 1991 aims to ensure continued United States leadership in high-performance computing by expanding Federal support for research and development, establishing a National Research and Education Network, promoting software technology, and stimulating research on Grand Challenges. The Act authorizes funding for various agencies, including the National Science Foundation, Department of Energy, and Environmental Protection Agency, to conduct research and development in high-performance computing. It also requires these agencies to submit annual reports to Congress on their activities and progress made toward achieving the goals and priorities established for the Program.
