The Identity Theft Penalty Enhancement Act was signed into law on July 15, 2004. The act established penalties for aggravated identity theft and made it a crime to knowingly transfer, possess, or use someone else's means of identification during a felony violation. This includes offenses such as mail, bank, and wire fraud, as well as certain immigration and social security-related crimes. The law also provided for the imposition of additional prison time, ranging from 2 to 5 years, depending on the circumstances of the crime.
